Amending the Rules of the House of Delegates, relating to petitioning a committee to consider a bill.

Resolved by the House of Delegates:

That the Standing Rules of the House of Delegates be amended by adding thereto a new rule as follows:
Petition to Require Committee to Consider a Bill
82a. During the first forty days of the regular session, fifty-one members of the House may sign a petition to require a committee to consider a public bill. The Clerk's office shall be designated as the place of origination and signing of the petition and the public shall be given notice of any signatures by members of the House. After such petition is signed by fifty-one members of the House and the bill has been referred to a committee or committees, such committee or committees shall have a total of five legislative days in which to be discharged from further consideration of the bill by a majority vote of all the members present. If the committee or committees elect not to be discharged from further consideration of the bill or resolution, the bill or resolution shall automatically be presented to the full House for its first reading. During the final twenty days of regular session when there is a special calendar, a committee or committees shall have an extra three days to comply with this rule.
